Ultimate Abilities Unlocked @ level 0

I actually think that this has been a huge problem with the game because it is in fact a problem while at the same time, if corrected, provides a much more enjoyable experience for the player.

Some heroes would be more complicated than others to get this to work but I do think it's very possible for all of them.

Just look at how simple it is for a hero like Phantom Assassin

Level 1: 200 mana, .7 damage per missing health, added respawn time: 15
Level 2: 350 mana, .8 damage per missing health, added respawn time: 25
Level 3: 500 mana, .9 damage per missing health, added respawn time: 35
