I think that Refresher Orb has come a sort of outcast item because of one fundamental flaw in its function
It completely conflicts with itself, and yet doesn't seem to conflict with itself in the right way
You spend mana to reset cooldowns for which you need mana to cast....
At this point I would say change it to a life cost for cooldown reset
But then it would seem to be too much like soul ring
But if it was both half and half a life and mana cost for the reset, then you realize how much this would have made sense all along in regard to the items overall aim
2x ring of perseverence (part of recipe)
Mana AND Life Regen
Let's make refresher orb more relevant since we need mana for our item abilities as well
Maybe I'm going crazy but this actually seems reasonable! Refresher is an odd item anyway, it's always been niche. The Regen is not super useful, but if it gave raw mana pool it would probably be OP, and since it's pretty ult/caster focused, any damage boost is kinda meh.
