...the PA rework I'd suggested, since this appears to be the hot topic at the moment. It's somewhere else on the forums, but I'm not sure where and it'd be inconvenient to find. So here goes:

Stifling Dagger
Cooldown increased to 10 seconds, otherwise unchanged.

Phantom Strike
Phantom Assassin blinks to the target and locks herself to them for 1.2 seconds, as well as gaining bonus damage and attack speed on her next four attacks. This bonus damage will be added to critical strikes from Coup de Grace.
Bonus Damage: 10/15/20/25
Bonus Attack Speed: 55/70/85/100
Cooldown: 10

Blur
Phantom Assassin's body blends in with the shadows, removing her from the minimap when there are no enemy heroes within 1800 distance of her. When activated, will cause Mortred to dodge the next spell or attack directed at her, completely avoiding its effects.
Cooldown: 6/5/4/3

Coup de Grace
Phantom Assassin refines her combat abilities, gaining a chance of delivering a devastating critical strike to enemy units. Whenever she gets a critical strike with this ability, the cooldowns on her other skills are reset.
Critical Chance: 20%
Critical Damage: 200%/275%/350%

There... an extra 25 damage to crit with, more reliable crits that allow you to blink strike and dagger again. No more weakness to MKB, instead you're timing your E to dodge the nastiest abilities that are thrown your way. A much higher skill cap hero, and a lot less luck dependent. Also no more obnoxious fountain diving on the off-chance old PA did start systematically destroying your team and base.

At the end of the day, I think it all comes to that : the evasion from Blur needs to go.

If you think PA having evasion is one of the oldest things in dota and shouldn't be changed because historic reasons, let me bring you back to the past since I was actually playing dota 1 at that time.

At that time, of course Silver edge and Bloodthorn didn't exist. But also, Monkey King Bar didn't give true strike. MKB actually kind of sucked back then, it was essentially a weaker crit stick that cancelled TP scrolls. It was the time inherited from good old Warcraft 3 where evasion was the most OP ******** in the entire game and had no counter whatsoever. The time when every second W3 mod had a character with >60% evasion that made everybody ragequit. So yeah, evasion was imba as hell and had no counter, and Blur was an amazing skill.

There was also a really big difference between the old dota 1 PA and the current one. The old PA had Blur make her model invisible. This allowed her to sneak behind heroes and made her very hard to click on. It was silly as hell. The gimming was that PA became more like a "phantom" by getting more transparency with every Blur level. But OSFrog was on drugs when he made it so the final level was...100% transparency. Yeah I know that's ******ed XD

Case in point, Blur gave evasion that wasn't countered by MKB, and gave "protection from being clicked on". The skill rocked.

Now, the skill is almost useless since it's countered by 3 items so every hero can get one of these as a 2nd item at most and counter it.

Removing the evasion also makes Battle Fury and Butterfly PA viable. Bfury, since you can now play PA for the late game without fear of one of your skills being useless. And bfly is super important since PA doesn't even have a half-decent damage item right now.

I think Hamster is right. If you fiddle with Blur, you probably have enough to make the hero better, and it's the most interesting change (keeping the map absence, that's a good thing about it that no other hero has).

Give pa backtrack instead of evasion, and add agility(base damage) scaling on her Phantom strike in the form of crittable damage during the 4 hits.

It will look something like this:

Phantom Strike
Phantom Assassin blinks to the target, gaining bonus damage based on her agility and attack speed on her next four attacks on the target. This bonus damage is able to crit
Bonus Damage: 20/25/30/35 % of agility
Bonus Attack Speed: 100
Cooldown: 5

blur
Gives Phantom Assassin a chance to dodge incoming attacks and spells
Chance to Dodge: 15/30)25/30 %

Lowered the attack speed bonus of Phantom strike to compensate a little,

This change negates our dear mortred's weakness to true strike, and also buffs agility items on her, while making up for some of the lost damage over the last few patches.

Getting butterfly is completely viable on pa even now. Blur won't disable item evasion.
Issue would be of duplicacy that a hero with evasion buys evasion thereby tanking slot efficiency and ability slot efficiency

Then again str and int heroes get bfly too, even though they lose 30 damage. And bfly is a great dmg item for agi heroes even without evasion. I think if I played PA I'd go for smth like Armlet->Deso->BKB->Butterfly.

Ummm, guys, Butterfly PA is dumpster tier.

Even at 1K MMR people realize that you should rush MKBs against PA.

And if you build it for the damage and forget the evasion, that means you didn't do the math. Daedalus is FAR better in terms of damage.

Well he's actually right big crit is better(though not FAR better, like 10-20% according to devilesk calculator if you use the build I described), but Butterfly has an active which lets you switch targets faster, it's better when you're not buffed from W because it's less random(you still have like 40% chance to crit and low as with Daedalus) and evasion is good when you're ahead(MKB, Bloodthorn, SE cost money, and you can't just always rush them 1st-2nd item like u do on paper because aside from PA there are 4 other heroes in the enemy team) and PA is **** when played from behind with any build, so you could just play her kinda like Huskar with all-or-nothing build). So I think Butterfly is still better overall.

This doesn't change the fact that the hero is **** though.

Explain? Because right now it just looks like you didn't even understand what you're talking about.

Did you take into account the 130 attack speed from Phantom Strike? Because that's a big deal. Or more accurately, did you take into account that the point of PA is to kill her target in the 4 hits from her W? Essentially attack speed is not very good on PA.

Every item build on PA is ****, yeah. That's kind of the big issue right now. You need to take the builds that are just mediocre, because they're still technically the "best".
That's why now you see people recycling the old 0K MMR pub scrub PA builds : Vanguard PA, Butterfly PA, really?
I've never seen a hero sink that low XD
...that's why something needs to be done. Get rid of the evasion and she's fine.
Arc Warden is still worse. 6.87, where heroes come to die.
