Non carry heroes are too ultimate exclusively dependent

Multiple scepters should not only enhance ultimate abilities but when repeatedly made should also enhance other non-passive skills by increasing them up a level and also taking the skill to another level of functionality for the team game.

Take Dragon Knights Fire Breath for example...

When they gave it the effect of 35% attack damage reduction to potentially the whole enemy team, you would have thought that this significant effect would have come from scepter

Any mana skill should be capable of being enhanced by scepter but something like dragon knight's ultimate which is only 25 mana would only be enhanced minimally since it is closer to a carry sort of skill.

Seriously, Ag's is fine as is. There's no need to change how the item works, or make it do more than it does outside of specific upgrades. You don't need to make it a 20,000 gold investment item for tiny pay-offs.

Since you just can't have enough Chaos Breaker.

Adding functionality still changes how the item works. It does something differently to how it did before, thus the way it works has changed.

Besides, your actual idea of being able to purchase several more Ag's to buff the level of upgrades is irrelevent because it's gold inefficient until ultra late, which a lot of Ag's heroes never reach.

Why would you pay 4200 gold for a relatively minor effect like the 35% reduction, when you could buy actually useful stuff instead? Ag's upgrades usually have to have massive effects to be purchased on cores, usually the same on supports now given how good the utility options are now.

So it wasn't an emotional assumption, it was an assumption based around the fact this idea achieves practically nothing. It does really buff any heroes, it doesn't shift the game state. It's just an added level of scaling we don't really need, so I don't see why it would need to happen.

Since you just can't have enough Chaos Breaker.

When you mean scaling I'm assuming you mean enhanced functionality is like a scaling impact

But if the hero is paying adequate mana that corresponds to what ever effect, then there really shouldn't be a problem because natural right click attacks are free

Do we have two kyfoids now? If so this is gonna get super meta. Anyway, I don't think this is a great idea for many reasons. Mainly, to make it worth the money it would have to give you like a game breaking spell upgrade. Also: its a possible buff to alchemist :D

Id kind of like small upgrades for those games where its close and both teams are lvl. 25 and sixslotted.

Consider Tiny:
1 sceptre, you get a badass tree on you, how about a small recipe that upgrades your aghs to level 2 and it counteracts the attack speed reduction. So, now you have abadass tree and you hit fast as you no longer suffer from the AS loss from the ult.

Small utilities!!!
I would pay for that!
Take Kotl/NS: Aghs lvl2, perma maphack!! no day/night time boundaries!
Take a hypothetical sniper example- Gives you 5 charges on sharpenl or it now lets you damage buildings again!. Who wouldn't pa for that, breaking base EZ!!!!!
