Hero Idea - Kumigabo the Blademaster

Biography

As anonymous and as reticent as his masked face who kills with no gesticulation, so do his bloodline. The Juggernaut was notorious for his solitary style, so lonely that the general assumption about him is that he was an exile of another random kingdom out there, supposing that the kingdom is proven to be true and exist. They know not of his dark past. That he absconded from the condemned isle; and the clandestine truth concealed for way long that he got a younger brother, ***igabo.

As skilled as his brother, ***igabo is truly verified to be as disparaging as Yurnero. Yes, the latter is infamous for his signature move, the slashing hurricane; intensifying his reputation as the Juggernaut. But this Blademaster assures his enemies another honourable coup de grace, a goodbye kiss striking from the skies. And while the blade of his brother penetrates even the thickest of all armor, his katana itself lacerates his foes with such injury that they may beg for mercy which comes with two ultimate price; either surrender or death. Some pondered, wondering why there's no one knows it; the Juggernaut himself got a brother. The truth is that they never divulged their brotherhood to be bona fide. From the moment when ***igabo himself accidentally emancipated the Spirit of Thunder Blade from the Tabernacle of the Spectres, Juggernaut was so infuriated that no fury can challenge his vehemence. He inquired tribunal; hoping that the Spirit will be fettered once more for him himself to release. But it is proved that the Spirit is ***igabo's. ***igabo was sentenced banishment for releasing such repugnant apparition which resides his Katana from then till now.

It had been way long they never meet and they never hoped so for they fathom well that if the Spirit of the Storm Blade clashes the one which it supposed to obey, calamity awaits.

Skills

Fatal Slash - After 1 second channelling his energy within, ***igabo surges towards an enemy target, slashing with his katana; dealing heavy damage and maims the target for 4 seconds.

Level 1 - 100 damage, 20% maim.
Level 2 - 185 damage, 25% maim.
Level 3 - 270 damage, 30% maim.
Level 4 - 355 damage, 35% maim.
Manacost - 110/120/130/140
Cooldown - 11 seconds
* Channelling spell.
* If the channelling is broken, the spell fails.
* Damage dealt is physical.
* Corruption from Desolator takes effect. Bash from Cranium Basher may proc by this skill.

Swordplay of the Masked People of the are always unique; he need not transmogrify himself into a vicious tornado, one slash is enough.

Swords Dance - ***igabo is dancing by the rhythm of the slashing blade, granting him maximum attack speed for a very short period as well as an extreme abrupt in movement speed. Under this effect, his attack damage is reduced by 50%.

Level 1 - 30% movement speed bonus for 0.75 seconds.
Level 2 - 40% movement speed bonus for 1 second.
Level 3 - 50% movement speed bonus for 1.25 seconds.
Level 4 - 60% movement speed bonus for 1.5 seconds.
Manacost - 40/50/60/70
Cooldown - 7 seconds
* 0.75 seconds casting time (Dancing time)
* ***igabo is immune to spell during the dancing time.

This looks better than repulsive pirouettes.

Slick Sword - As if there is a spirit of war within, his Katana has the ability to do 2.5x critical strike after ***igabo casts a spell.

Level 1 - 20 seconds cooldown.
Level 2 - 16 seconds cooldown.
Level 3 - 12 seconds cooldown.
Level 4 - 8 seconds cooldown.

Harnessing magical power results in incongruous boost of power.

Kaminari - ***igabo hones his skill with his sword namely Kaminari. There is a chance that when he performs Swords Dance, the duration multiplies and every 10 seconds, Kaminari will call upon a Lightning Bolt from the sky to strike the enemy it hits on that time. Damage reduction during Swords Dance is minimized.

Level 1 - 15% chance that Swords Dance's duration multiplied by 2. Lightning Bolt deals 150 damage. Damage reduction is reduced to 40%.
Level 2 - 25% chance the duration multiplied by 2, 15% chance the duration multiplied by 2.5. Lightning Bolt deals 250 damage. Damage reduction is reduced to 30%.
Level 3 - 35% chance the duration multiplied by 2, 25% chance the duration multiplied by 2.5, and 15% chance the duration multiplied by 3. Lightning Bolt deals 350 damage. Damage reduction is reduced to 20%.
* Lighting Bolt damage is magical.
* Lightning Bolt requires no mana but if the current mana is lesser than 10%, Lightning Bolt will not be triggered.

Seems like a good concept, but there are some abilities that are iffy.
As far a lore and ability quotes, you need to stray away from jugg a little, it looks as if you obsess over the fact they are brothers.


Sword dance is over powered, you do have a cost of attack dammage, but being spell immune during this is too much. You have the ultimate escape/initiate ability here; this ability alone allows ***igabo to post-pone boots until mid game and in combination with Slick sword you are forced to buy pure attack damage.

You also have not listed a primary attribute, I would assume this is an agility hero, as being a str hero the only item you'd need would be a HoT.
