This item is very overlooked by most players, but I assure you, it is the best in the game. This item when activate can give you a total of 79.2% magic resit. What does this mean? SF ult/raze, linas ult, Lesh, snipers ult, ZUES, etc... will do absolutely no damage to you. And that's not all, but the item is a free and improved mirana ult for 5 seconds. You can fade in and out of combat every 0.4 seconds, with 79.2% magic resist! The f***? who would not buy this. Remember, there are lots of skills you can channel while moving, invisible, or evade while faded.

Free tip by Zoomba: After activation of glimmering cape, if you have an Eul's and the opposing team dust you. Cast Eul's on yourself, and when you land dust is removed and you are invisible without fading. The rest is for you fools to figure out!

Even with the 130 mana cost, it still is the best.

Really all you need to counter that item is one person with a disable, or a Physical burster.

It may give a lot of Magic Resistance, but remember that Gem and Sentries can counter it.

Also if you Eul yourself, the invis will have its duration lowered to 2.5 seconds, unless you are a bloodseeker or weaver, I don't think you can escape in 2.5 seconds.
Before you ask why, think for a moment, why not.
