Creates an icicle at the target spot for 15 seconds, slowing enemies by 25% within 750 range. Chain Frost can bounce to the Icicle if there are no other enemies in range. Can cast Frost Shield on it. Ice Spire requires 5 hero hits or 10 creep hits to be destroyed.
Cast Range: 750.

Grants Ice Spire.
Mana Cost: 150 Cooldown Time: 25
