I played around with the camera angle/distance by using the Dota2 console.

You open up the console and type:

Dota_free_camera 1
Dota_camera_distance (Enter the distance you desire) 1147 is the default distance

And hit play and the distance should change, and you will be able to control the angle with your mouse.
