Revina the Pitch Queen

Introduction

Pitch Queen is a melee agility hero that utilizes her arsenal of powerful debuffs to gain massive crowd control over her enemies. Amnesia, an AoE debuff, reduces the levels of spells of enemies while silencing and damaging them if the level reduction is stronger that the level of the spell. This in itself can be used as an early nuke but still a handy crowd control in the later parts of the game. Clip is a single target spell which can easily weaken the target's max health for a duration but returns it once the duration ends. Tar skin is a passive which slows the attack speed accumulatively to those who dare lay a finger on her. If that's not enough, her ultimate, Pitch Abyss, creates a field where the debuffs' duration do not count down and also slows the movement speed of enemies. If used properly, her abilities can leave enemies helpless, carving away at everything they have to merely a threat.

Lore

Haven't thought this one out yet. Let me think about it for a while (Oh and suggestions are welcome :P)

Skills

[Q] Amnesia (Mana Cost:110, Cooldown:23/21/19/17, Magical, Target Area)
Terrorizes the target area with dark energies, reducing the level of spells of enemies by an amount. If the level reduction is greater than a spell's level, the spell and only the spell will be silenced for a duration and the target takes pure damage.

Cast Range: 400
Target Radius: 200
Level Reduction: 1/1/2/2
Debuff Duration: 3/4/5/6
Penalty Silence Duration: 5
Penalty Damage per spell: 75

[W] Clip (Mana Cost:160/150/140/130, Cooldown:25, Magical, Target Unit)
Disrupts the target's very life force, reducing their maximum health by a percentage for a duration. If the target survives the debuff duration, their health will revert back to normal as before it was cast regardless of damage taken during the duration, along with a small heal. Can be targeted on allies.

Cast Range: 600
Max Health Reduction: 20%/30%/40%/50%
Debuff Duration: 5
Bonus Max Health as Heal: 10%

Notes:
*Does not damage the target but rather reduces the value of their maximum health. This means Maledict or Reaper's Scythe will not be affected by it.

[E] Tar Skin (Passive, Magical)
The Pitch Queen's viscous, pitch coated skin cause all those who dare attack her to have their attack speed reduced and take increased damage from her. Multiple debuffs stacks and refreshes each other.

Attack Speed Reduction per Stack: 5/8/11/14
Damage Amplification per Stack: 1%/2%/3%/4%
Maximum Stacks: 10
Stack Duration: 7

[R] Pitch Abyss (Mana Cost:200, Cooldown:120/100/80, Magical, Target Area)(
Summons a tar pit at the target area which drastically slows down the movement speed of enemies in it while also preserving dark energies in it, causing the duration of debuffs on them to not count down. The movement slow pierces spell immunity.

Cast Range:400
Target Radius: 400
Movement Speed Slow: 20%/30%/40%
Tar Pit Duration: 4/6/8

*Aghanim's Sceptre: Adds additional effects to her spells only towards enemies in the tar pit.
-Amnesia affects passives with normal value of level reduction and affects ultimates with a maximum of 1 level reduction
-Clip now takes away the max health and gives it to yourself. Casting on yourself does not reduce health, but the health return and heal is still given at the end of the duration
