At one time, Ghost Scepter used to have a mana cost....

Item Proposition: Phurba Dagger (Research Phurba)

Components: Dagger + Ghost Scepter

While in ethereal form the option to use dagger becomes available

Through out the duration, the ability to blink with out cooldown becomes available

However, now at a mana cost, perhaps 75 mana like like cost of blinking originally was...

Pretty sure the lowest cooldown in the game is 1.5 seconds as a bane with scepter

So I'm going to say 1.5 seconds with an additional mana cost
