ABILITIES
Ominous Wind [Active]
Shoots a path of wind in the selected direction, slowing all enemy movement speed and increasing yours.
Decrease: 20/40/60/80
Increase: 20/40/60/80
Mana Cost: 80/100/120/140
Cooldown: 11 The winds that carry Drifblim are said to be summoned from a ghostly realm.
Stockpile [Active]
Drifblim increases his mass, gaining health but losing movement speed.
Mana Cost: 5
Cooldown: 2
Max stacks: 5
Max HP gain: 80/120/160/200
Drift [Passive]
Drifblim floats over all terrain. Also passively slows Drifblim's attack speed.
Attack speed loss: 40/30/20/10
Ghost Balloon [Active]
Using 1 stack of stockpile, creates a ghost balloon. Ghost balloons explode on contact with an enemy unit. Each ghost balloon can block 1 instance of damage, but is destroyed in the process. The balloons follow Drifblim, and are not targetable units.
Max Balloons: 5
Explosion Radius: 200
Balloon Damage: 100/150/200
Mana Cost: 50
Cooldown: 4
Burst [Active]
Explodes all balloons.
Cooldown: 10
I like the hero concept, literally death from above. Ominous wind lets him compensate for his slow speed while dealing damage and slowing enemies, and Stockpile and Ghost Balloon lets him be a real threat during teamfights. I have a suggestion though:
Stockpile stacks could be lost like, maybe after 5 seconds of not using Stockpile. That way, people can get rid of Stockpile without using his ultimate if they accidentally use it. It will also promote better Stockpile timing before a fight. In an escape situation, maybe after losing a teamfight where you have used all your mana, speed in essential. You will not be likely to use Ghost Balloon to lighten your load since you had run out of mana, so it would be good if Stockpile stacks are lost after a while, like a "leak" in the balloon.

EDIT:
One more thing, give Drift a fade time of 4 second after going up a cliff. This gives enemy heroes the chance to fight you for four seconds after you go up impassable terrain, or it will be completely imbalanced XD
