And why do phase boots need to cast twice triggering the cooldown of echo saber you say?

Because MoM is confused as being more of a team fight item than Echo Saber from its movement speed bonus. I think at one time MoM added percentage enhanced movement speed and they addressed the problem in one way with added base movement speed but now it's time to solve the problem...

Simply cast phase boots and if your echo saber is recovered from cooldown by the time phase ends, then phase casts again...
