Tranquil Boots is good, but considering long cooldown on all his spell it maybe a waste of money.
Vanguard is not a very wise choice, since you only block 20 damage, compared to melee user which can block 40 damage. That's why I opt for 3 bracers and still way cheaper. I played some games using Phoenix with the item build is the same as this guide, I usually ended the game at 25-32 minutes mark. So I think if you can end it fast, why you still need to consider for mid or late game item?

And you mention my build is too overwhelming. May I ask which part that you feel that it's too much? I also want to clarify and know your opinion.
For item build, its the cheapest way I have tried. 3 bracers, 1 cheap boots, TP scroll in inventory until you done your Boots of Travel and some wards/dusts is more than enough for a support. Put in consideration that Phoenix is a Strength hero. By adding 3 bracers you have boosted 18 Str *19 = 342 HP, additional 1 HP regen, 24 damage which help him to grab some gold and it only costs 1500.
What is your opinion? I would like to hear :)
