1) So poor starting items.
2) Need much farm to complete the build.
3) Totally useless until we build them
4) Max shackleshot first? Thats for support windranger. Get powershot full at 7.
5) Add blink dagger for situational. Blink -> Shakleshot -> Ulti. True story :)
6) Bunkansee's comment is much more worth than the guide itself.

However I really appreciate your time and effort to write this guide.

I personally really have to disagree with the Skill build, and the starting items you suggest are a bit iffy for playing offlane.

I'm gonna do some maths between having max powershot at level 7 and max shackle shot. Lets say at this level you have Phase boots finished and maybe a blades of attack, your damage is probably 100~

So we shackle an opponent for 3.75 seconds, and we use focus fire. If my calculations are correct, you should attack 4 times a second. so this is roughly 15 attacks in the stun duration. 50% of our 100 attack damage is 50, so 15 times 50 is 750 damage, and this is without factoring in armour values. So lets say our target has 5 armour and 600 HP, this is an average of an opponents hp at around level 5. I think 5 armour is 25% resistance, so our attacks are only dealing roughly 37.5 per hit, which means our total damage to a 5 armour enemy is 562.5, which means we are about 38 damage off of killing them, this is of course they are on full HP. We also have to remember that we have a level 1 powershot, but this will only deal roughly 70 damage, so it's pretty much a non-factor. It's pretty decent, and will almost guarantee a kill at early levels, but we have to take into consideration a few more things:

1) This damage is being dealt over time, it will take us roughly 4 seconds to kill this enemy on full hp.

2) If the enemy has an ally in lane with him, they can easily stun/nuke you, and windranger's HP is very low, so nukes can easily pick her off.

So pros and cons of this:

Pros:
More damage in total

Longer disable duration

Cons:
Damage is dealt over a long period of time

Lack of high damage Powershot means the lane is harder to control

Damage is not reliable, as it can be disrupted easily


Now let's look at level 1 Shackle shot with Level 4 Powershot and Focus Fire.
We'll take into account the same scenario, same armour and hp on the target enemy, and same items and damage on us.

SO our shackle only lasts 1.5 seconds, but we have a 270 damage nuke (after reductions).

If we shackle, then Powershot we take 1 second to use it, but we deal 270 damage instantly, and then we have Focus fire, which will probably allow us to get only 1 attack off before the stun ends. So this is way less damage right? only 307.5 damage, BUT we have to again consider the time it took us to deal this damage. We spent a total of 1.5 seconds to deal this damage. This is barely enough time for the enemy supports to react, and you've just 1/2 hped the target enemy, plus you might be able to get off another 4 attacks, since we still have our level 1 windrun to chase with. so if we add our 307.5 damage, plus our extra 4 attacks in 1 second, we dealt 457.5 damage in 2.5 seconds, as opposed to 562.5 in 3.75 seconds. If we manage to get another 4 attacks off in a second, this is another 150 damage which brings our total to 607.5 in 3.5 seconds, which is just shy of our 562.5. Now obviously we will have to chase our enemy instead of just being able to sit and hit them, but you'd have to chase the enemy a little bit with the max shackle too.

Pros and Cons

Pros:
Much higher damage in much shorter time frame

Lane is easier to nuke and control with Powershot

Damage is very reliable, and you are almost guaranteed to get the minimum of 307.5

Cons:

Have to chase the enemy to deal our full damage

Lower stun duration

In all, the damage you deal with max powershot level 1 shackle is faster and more reliable than max shackle. If we only manage to attack the enemy for 1.5 seconds before getting stunned and slowed etc. the damage we dealt in that time in comparison is quite big. Using 1.5 shackle and max W, we are guaranteed almost, to deal 270 damage, plus an addition 1 - 2 attacks which raises our damage to 307.5 at least. Whereas with max shackle, we have 6 attacks, but these only deal 225 damage before we get locked down by the other enemy in our lane. It's all a matter of situation, but as I said, you have more reliable damage from maxing Powershot, than you do with maxing Shackleshot. Not to mention, you have a much better lane domination tool, a 270 damage nuke is always gonna win the lane more than a 3.75 second shackleshot.

About starting items, it's better to get a lot more regen, any good support will spend a lot of their time harassing you out of lane, and the 4 tangos just won't end up cutting it in the long run.

Sorry for the huge wall of text, hopefully you can understand this messy explanation and hopefully my maths is roughly correct.

Needs alot of formatting. I dont like the skill build, you only need one point of windrun, and youneed to max out powershot if you want any sort of early game damage or wave clear.
