Arcane Siphon:
Ring of Basilius + Robe of the Magi + Energy Booster + Recipe (550) = 2500

Active: Siphon
Siphons mana into an allied hero as long as they are within range.
Passive: Magus Aura
Gives allies bonus mana regen, armor, damage, intelligence, and mana pool
+ 0.65 Mana Regen
+ 3 Armor
+ 8 damage
+ 8 Intelligence
+ 200 mana pool

Maybe an item for supports so they can give allies mana?

Hm, so passively it would give a rather large aura buff focused on mana (and some general fight buffs). Cool, kind of. It's a mega-aura item. And the active would be like a mana version of Pugna's ultimate?

Could you elaborate on what the main idea is with this item, who you imagine would buy it and in which situations it would be particularly good or useful?
