I suggest you add a limit and duration to the Plant Rose and Plant Sunflower abilities.

I don't think this is what TheSofa wants. From my perspective, the plants are supposed to be at the location beforehand so it requires preparation before a battle. That way, traps can be be set and enemies will not expect it. However, I think the growing time is a little long, so shorten it to maybe 30/23/16/11 seconds and increase the mana cost to 50/60/70/80, so you can plant a bed of flowers once the enemy arrives at your tier 3. If this is the case, TheSofa, then give the plants health and a gold bounty :3

EDIT:
Also specify the Sunflower's attack speed.

Plant Rose is basically planting half of a Radiance in the soil. I think it's a bit OP to not have them die off. Assuming the damage is per second since it's an aura, planting 10 plants, which based on cool down and mana cost is an easy thing to do, could deal up to 400 damage, per second!

Firstly, the aura doesn't stack, and secondly, the aura only comes into effect after 90/75/60/45 seconds. Don't you think the rose is only useful during the laning phase, where the heal actually makes sense and the damage is significant? She can't even reliably do that because people can see and (I assume they can) destroy the rose. Otherwise, they just wait for it to time out if there is a duration. Maybe the Rose should also slow enemies with the aura.

Oh! You can kill it! That makes a lot more sense. TheSofa could you perhaps write how much health each of these plants possess?

Is the bounty on the rose maybe too high? I mean, if you get 250 for every rose you destroy surely planting the roses would be quite counter productive. Good idea, I really like it!

Well, Bunkan, I guess you could plant them on some of those high areas like a ward.

Yeah, I'll lower it slightly.
