Some updates on my fav heroes

I just decided out of the blue to see something outdated on the database. So I started on my favorite heroes.

Impale - Note mentioned it knocked up unit for 0.52 sec, however, it's been 0.5 ever since 6.86

Burrow - Impale Cast/Travel Range Increase is 525, not 350 (since 6.85)
- Impale cooldown reduction is 7 not 6 (7.06c)
- Mana Burn Cast Range Increase is 450 not 300 (6.85)


And mah boi Oracle

Fate's Edict - Remove this from the note as it no longer amplify anything: "Does not directly amplify the damage. It rather deals 50% of the damage as a separate pure damage instance." (6.85)

Purifying Flames - Meepo no longer have 35% mag res so the note about meepo can be removed. (7.07c)
