Why does this item have the "+13/15/17/19/21 Intelligence" and for the other stats?

I have not played much of original Dota, but I do believe Dagon is an upgradeable item. The more you upgrade it, the better the Int stat modifier and Energy Burst damage.

You buy the item once, it starts with:

13 Int
+3 All Attributes
+9 Damage
400 Energy Burst damage

You upgrade the item by buying the item again (or recipe only?.. Haven't played much of Dota) and it gets:

15 Int
+3 All Attributes
+9 Damage
500 Energy Burst damage

not really. youre better getting actual items to help the team, like euls and blink dagger, instead of ****ty dagon to ks your carry. you dont scale with kills at all, why do you need them? oh, you dont
