Pros and Cons

Pros:

-Can solo roshan at lvl 6 with vlads
-Can dominate lanes with Shadow Shaman, Crystal Maiden, Lion, etc.
-Beast mid-game
-Hard carry

Cons:

-Drops off late game
-Can't really carry unless he gets fed like crazy
-No escape mechanisms
-Not Anti-Mage

Skills

Earthshock is what enables Ursa to catch up to enemies and also Blink Dagger in and rape face.

Overpower is what makes Ursa a Ursa. The synergy with fury swipes is so OP that if he gets fed early, he can shut down every carry.

Fury Swipes Probably the best passive excluding Blood Bath.

Enrage Don't underestimate this skill. It can tear a whole team if used correctly.

Items

Early game

First off, start with your basic regen items, get a Quelling Blade
and a Ring of Protection to be built into a Ring of Basilius later at the side-shop.

Mid game / Late game

After that, finish your Vladmir's Offering and go to jungle if you want. Get your phase boots and go rape some face. Then you'll want to rush a Blink Dagger as it solves Ursa's escape mechanisim problem. Now you can decide whether to save up for a Heart of Tarrasque or get a Black King Bar.

Very Late Game

If the game isn't finished, make an Assault Cuirass as it'll make your Fury Swipes deal much more damage and armour for you puny teammates.

Gameplay

Laning

Go to your easy lane if possible. (Dire top, Radiant bot)
Last hit as many as you can and finish up your Vladmir's Offering and Phase Boots.

Early game

Now, you should Roshan unless they have wards which is just sad for you.
On a serious note, if they do have wards, buy a smoke of deceit or ask a support to get one.

Mid game and Late game

Roshan whenever possible and rape face. Also try to get time to farm for your late game and mid game items.

Friends and Foes

Friends:

Lion
Crystal Maiden
Shadow Shaman
Venomancer

Foes

Axe with Blade Mail
Earthshaker if he stunlocks you when you have don't have Black King Bar
Ghost Scepter
Force Staff

"Hard-Carry" "Falls off late game"

What?

also you don't need a quelling blade because even if you're having trouble you can just put a stack of fury on them while theyre not close yet and then easily lasthit, it is just a waste of money.

i had better luck with a build similar to faceless void (no quelling blade) -- 1 branch+poorman's followed by vlad, then phase boots, then bash, then butterfly OR heart of tarasque, and so on.

this gives consistent rosh at 12 minutes with about 3 trips to base and allows you to charge in and be pretty durable and tanky. reccomended sanj and yasha seems redundant to bash, so the moeny seems better spent on butterfly with 35% evasion to really annoy the enemy.

this makes for damn short games, even winning against 3v5 odds in pubs is doable.

in pub games teamates can get impatient, best advice is ignore them.

I agree with skill build and mostly with item build. I would drop Quelling Blade (others explained why above) and consider adding Skull Basher -> Abyssal Blade (my timing for picking up Skull Basher is generally post Black King Bar, pre Heart). Being able to eat your targets face before they can so much as move an inch always feels great and provides Ursa which some degree of power against kiting and even Ghost Scepter, especially after Abyssal Blade is complete.
