Meepo is an agility based hero. He is very much level dependent. That's why he is weak in early game but can be a deadly weapon in late game.
You can go for [1x tango] and [1x iron talon] with starting gold.
Buy Boots of travel within 8-10mins.
Then rush for Dragon Lance, it will give meepo an agility. Now you can go for either aghanim first or Dagger, totally dependent upon situation. Then Ethereal blade / Diffusel blade is a situational item, like if other team has Wrath King, you can make Diffusal, and if they have tinker, make ethereal or scyth of vyse.
