What if you could cast tranquility boots on an enemy so that it flips your 12 hp regen to 12 hp degen for them for a period of time.

The catch might be something like.... you have to get in to pretty close proximity to cast it, therefor it creates a good risk of yourself getting hit and disabling the effect...

It would typical be used in cooperation with spells

Another consideration might be...

If you get hit by a spell or an attack when you have blade mail active and your tranquility boots are also active, the 12 hp regen reflects against your opponent as 12 hp degen until the end of the blade mail activation, or the end of your tranquility boot cooldown re-activation.

Or what if the effect of 12 degen, when passed over to the opponent, could be kept activated so long as you keep hitting them with a spell*.

Passed over with the blade mail of course.... and passes back over to yourself as 12 regen at the end of the cooldown so long as you don't get hit by a regular attack from the opponent again.

Of course when this effect is used against heroes who use blade mail and tranquility boots it is more like a neutralization since the reflected disease effect is kept alive with a spell.

but the question is, would the degen break if you hit the enemy?

Maybe it would be something like... it continues on if they keep hitting you, like reseting a cooldown, but if you hit them it breaks.

Basic Attacks.

Would make it like a use and continue to stay running away sort of thing...

You know what spell i liked to see working like what you mentioned?
Berserker's Blood You cast it on an enemy hero and its magic resistance will be reduced for a percentage of its health lost. That way Burning Spears will have an insane damage out put *sigh*.
wet dreams i guess.

Not a good suggestion as it will create a lot of mess. That casting and degen thing would be much like using urn of shadows on enemy unit. Tranquil cost only 800 and this casting thing would be like, I guess, unlimited times which beats Urn as you have gain charges for that. What will happen when you are not casting it on enemy unit and still hitting them and enjoying your 14hp regen, cuz it only drops when you cast on enemy units. Come on, too much ambiguity!

You lose the 14 hp regen when cast on an enemy,

If the enemy is hit by ANYONE the effect on the enemy is broken and most likely your 14 hp regen is not in effect because the enemy has been hitting you.

It all depends on the purpose it would serve and it is just a way to apply the concept "fleeing offensively"
