Lion has always been an annoying hero to deal with for Illusion heroes specially Naga Siren but now with his amazing lvl 25 talent (+3 mana drain multi targets) he is hell of a trouble for CK and TB and even for PL sometimes from early to late game.

Yes, however, this is an edge case scenario, because how often do you see a Lion actually get to level 25? Traditionally, Lion has been a 5/6 position support so getting to level 25 would mean a 60+ minute game, and in those cases, I guess it is a pretty big factor. However, that late into the game, cores should be farmed enough that if they see the instant illusion counter as a huge issue, they can initiate on, and kill the Lion first - he isn't exactly a tanky hero, and doesn't have a means to get away.

he can keep up with other heroes because of his killing potential in early mid game because of his powerful spell combo. so what you say isn't always true, me personally go for position 4 when i see a Chaos Knight or Naga Siren in the enemy team and make their game like hell, giving them a bad early and mid game and making them to think about Manta Style like an unreachable dream and if it comes to late game which is their show time, I just convince my teams initiator to grab all of their attention and give me enough safety to plan my evil plans.

Illusions not so strong now. Valve fixed all heroes with illusions. SD not work so good anymore.

You still disable illusions with your hex and mana drain
Getting to level 25 is not so easy. That said, he is anti illusion without a doubt.
